BOULDER, Colo. – Representative Junie Joseph has been selected to serve as Colorado’s State Lead for the National Caucus of Environmental Legislators (NCEL). In this role, she will work to advance environmental policy and foster collaboration among state legislators nationwide.
NCEL’s State Leads play a critical role in driving progress on environmental issues, serving as key facilitators for legislative efforts within their states. As State Lead, Rep. Joseph will help coordinate policy initiatives, share best practices, and strengthen partnerships to address pressing environmental challenges.

Joseph. “Now more than ever, as we see the federal government working to erode our environmental sustainability, it is critical that states step up and lead. Colorado has long been at the forefront of environmental policy, and I look forward to working with my colleagues to promote innovative solutions that protect our natural resources, combat climate change, and ensure a sustainable future for all.”
NCEL has played a significant role in shaping Rep. Joseph’s environmental policy work, inspiring her to take on legislation such as HB25-1268, the Utility On-Bill Repayment Program Financing bill, which expands access to energy-efficient home upgrades; HB25-1277, Increasing Transparency Impact of Fuel Products, which seeks to educate consumers on the environmental impact of consuming oil and gas; and SB25-055, Youth Involvement in Environmental Justice, which empowers young people to participate in environmental decision-making.
NCEL is a nonpartisan network of state legislators dedicated to advancing environmental policies across the country. Through this role, Rep. Joseph will further her commitment to legislative action that safeguards Colorado’s environment while contributing to a broader national dialogue on sustainability and conservation.
