Rep. Junie Joseph Celebrates Signing of SB26-132, "Magnus' Law"

DENVER, CO — Representative Junie Joseph today expressed her gratitude to Governor Jared Polis for signing SB26-132, known as "Magnus' Law," a bipartisan measure designed to improve transparency and accountability following fatal and serious-injury traffic crashes in Colorado.

Magnus' Law is named in honor of Magnus White, a talented young cyclist, member of Team USA, and beloved son, friend, and teammate whose life was tragically cut short in 2023 while training near his Boulder home. Just 17 years old, Magnus was preparing to compete on the world stage when he was struck and killed by a driver who left the roadway. In the years since his death, Magnus' family has become powerful advocates for safer roads and stronger protections for vulnerable road users, working to ensure that no other family experiences the same pain and uncertainty they faced.

SB26-132 requires law enforcement officers, with limited exceptions, to offer a voluntary preliminary breath test to drivers involved in crashes resulting in death or suspected serious bodily injury. The legislation also ensures that drivers are clearly advised that they may either consent to or refuse the test. By establishing a consistent process following the most serious crashes, the law helps preserve critical information early in an investigation while protecting individual rights and due process.

SB26-132 passed the Colorado General Assembly with bipartisan support and was signed into law by Governor Polis. The law represents another step toward improving roadway safety and ensuring that Colorado families receive the transparency and accountability they deserve following serious crashes.
